I am the executor of my Moms estate, in Oakland County Mich.She died March of 2013, am I going to be fined for not going thru probate sooner?

No. There is not a deadline to start probate. You might find it helpful to hire an attorney to assist you. It's a very complex area and you'll not get any help from the court in administrating the estate.
