Grandfather died 20 yrs ago, Small plot of land valued at $5000 not included in probate. Mother has been paying lot fees and taxes on property past 20 yrs. Is there away to file for ownership without returning to probate?

Yes. There is a one day probate that can be filed for estates under $23,000.00. She just needs the death certificate and paid funeral bill.
