Legal Question in Wills and Trusts in Michigan

My grandson was molested on Jan 6th 2013 in Church. He is a repeat offender. I would like to write a law in Michigan for stiffer laws for this problem. Michigan needs to make changes everday I read of this from somewhere. The offender that molested Jacob was a repeat offender and was released from military prision only 6 mos when this happened. I have no idea how to make a law change, I want to call it J.R.B. Law. Any help in this matter would be appriciated. Any questions please call me at 231-383-0461. You should contact your state and federal representatives and Senators. They make the laws and can hear you out.
