Head of Estate action

I'm writing on behalf of a family member, who is fighting his father's estate distribution being conducted by his step-mother. The step-mother will not produce a will or copies of the multiple insurance policies left behind. As a result my cousin has been advised to file for ''Head of Estate''. What does this involve, and what is the cost. Also,
