Monetary Gift
Is there any way that a person can give a cash gift over 12,000 without paying taxes?

See a CPA. No one here knows the income and tax situation of you or the recipient. You may also want to post a more detailed question in the appropriate catagory (not probate, trusts, wills).

Yes. Meet with your accountant or lawyer to discuss how. You probably will have to complete a gift tax return. But your gift is not always taxable depending on many facts you have not given.
