Notification of heirs and beneficaries of trust

Is the successor trustee, once the trust becomes irrevocable, required to notify the heirs and beneficiaries as is the law in California under P.C. 16061.5 and 16061.7 and what is the time frame for notification and penalty for failure to do so?

I dont recall the time frame but I think it is 60 days. If the heirs need to go to copurt to enforce it the trustee will have to pay their attorney fees and could be removed as trustee.
