Order of legal heirs

What is the order of legal heirs in siblings? Is the oldest living child of a parent responsible for medical and financial decisions?

There is no order of legal heirs concerning siblings. All siblings would be considered equal as heirs (unless, of course, the will or trust states otherwise.) The medical bills and other expenses should come out of the entire estate - before the money is distributed to any heirs - not out of one sibling's inheritance. (Again, unless the will or trust has language that states otherwise.)
