probate home

brother is accessing probated home taking things and remodling.should we , as the ones taking care of the bills until done in probate turn off utilities and change the locks so he can't remove more items, run up utility bills, and remodle?

Unless you are the personal representative, then taking care of the bills does not give you authority to take the action you suggest. IF you do have legal authority, you could take the avenue that you suggest, but in my view, it is best to try to work things out in a way that will benefit your relationship. Let him know that the value of anything he takes will count against his share of the estate and the costs of remodeling though it will increase the value of the house for everyone, will not be guaranteed to be reimbursed, if not given an opportunity to agree on the improvements and costs.
