SEV=Bid?

My sister is the overseerer in my mother's estate... she recently told my husband and myself that the winner of the bid would have to pay at the minimum the SEV on the property. She has not paid 1/5th in expenses of the SEV. I have recently learned that ''IF'' the property does not sell that she has plans for it...and that she would give us children under 1/5th of the SEV. I am wanting to know if any bid can be accepted. Wouldn't siblings be first before the general public. She has listed the property for sale by owner... It has not been probated yet, but is in the process..

If the property has not been given to anyone in particular in the will, it can be sold to the highest bidder. Relatives do not get a priority. The money is then distributed according to the terms of the will.
