Surviving Children

I recently had a brother die. Who's responsibility is it to clear any of his debts; utilitity, back property taxes, etc.? Also who's liable for them? He was divorced and has two children. No life insurance or assets.

His Estate, Trustee, or Personal Representative. His assets may not be converted or distributed otherwise.
