Whose will would be valid if step-father passed away on January 2 and mother passed away on January 20?

Both wills may be valid. However, if they are simple wills that give each spouse all of the other's assets, father's will gave everything to mother, then mother's will dictates where the assets go from there. There are exceptions and I would be able to be more specific if I read both wills and discussed the details with you.
