Banking Account Garnishment
I have a line of credit account at a Bank. Can a creditor access my available balance to pay a debt that I owe without my permission?

If there is no judgment in place, the only way is via subpoena pursuant to a civil or criminal court file.
Exception is if you granted permission via Security Agreement or other credit related document.
