is it better to file separately before getting married our to wait and file jointly after the wedding?

If only one of the two of you has debts, and if that person "passes" the means test, it might make sense for only the one person to file. But, like most legal questions, "it depends". I hope you are using a competent bky attorney, as you can mess up a bankruptcy if you don't know what you're doing; I would have him or her run both scenarios.
