Filing for Chapter 13
I recently purchased a 14,000 dollar vehicle. Will I be able to keep the vehicle? under the rules of chapter 13.

Absolutely yes. In Chapter 13 they look at your income cash flow not at your assets.
Assuming that the car is not paid for, you might also be able to keep it in a Chapter 7.
