can a business refuse to sell you a product because they quoted you the wrong price.

Probably yes, but it would depend on circumstances. If it was a honest mistake and it was promptly corrected you have little recourse. If the business was trying to deceive you or the quote was a reasonable "offer" and you accepted it by paying for it you may have a case.
