Legal Question in Business Law in Minnesota
Is it legal for me to do the following...
I am looking to raise funds for starting a sporting goods store in my small town. I was thinking of conducting some market research by knocking on doors and asking a few questions. Then I thought I would ask for donations for starting this business and giving discounts on purchases in the 1st year we are open. Like I'd give 5% off all purchases in the 1st year if you donate up to $10, and 10% off purchases in the 1st year if you donate $20 or more.

Your proposal sounds like you are going to sell coupons and not taking donations. You should look into state laws and local ordinances regarding this practice. It should be legal as long as you are in compliance. I am not sure how many people would be willing to make such a purchase until the doors are open.
