personal items, locked out

We opened a restaurant a few months ago and were working on financing, and in the mean time got behind on the payments each month, then the owner locked us out and all of our personal items and papers are still in there, is it legal for them to lock us out and keep our personal stuff in lien of the money that we owe. WE were just wondering if it was legal for them to lock us out with all of our things still in the restaurant.

If you were renting and the landlord locked you out for unpaid rent, no, it is clearly not legal. You need to send a written demand for the return of your items. You may have more claims against hte landlord, you should check with a local attorney.
