shipping insurance
Is there any legality to becoming an insurance company? Eg. I would like to start charging insurance on packages that I ship, and paying any claims out of that fund.

Yes.
You have to be licensed in every state where you do business. There may be federal requirements also.
You can't just do that. Don't do it.
