Starting a small business from home
do you have to have a business license to start a personal chef business that is very small at 4 to 5 clients? And if so where would I go to get a business license?

You should check with your city licensing office for that, but more important for that kind of business would be to do a Corp. Or LLC. Check my website for article on start-ups.
