If i am starting a web design business and charging customers for my services, what kind of legal items do I need before I can start?

You should really have an LLC to protect from personal liability issues.
ALso, a TOU and Privacy Agreement are recommended, and potentially an NDA for sensitive Intellectual Property issues.
Are you going to do "work for hire" and retain (c) to your design? Or sell outright to clients?
