Legal Question in Civil Rights Law in Minnesota

hi...today evening my friends car was collide with another car ....& that event was not my friends fault .that was the other car drivers fault .......but the man of the other car hit & abuse my friend ...in spite of knowing that police didn't do any thing about that ...& let him go ....is there any legal action that i can take ????
