Legal Question in Civil Rights Law in Minnesota

My husband has a 529 plan set up in his name with American funds. He gets all paper transactions and does not have an online account. Friday we found out that his ex wife of 4 years set up his account online to view... She put in his social security number and the account number and has the email statements sent to her. We field a police report,a don't eh county attorney stated they have nothing to charge her with as she did not TAKE anything. How can someone access and look at a bank account and USE someone else's SS number and not be charged?? Please advise.

A prosecutor makes a charging decision. It is possible that your spouse may have recourse in the civil realm. I suggest he confer privately with an experienced attorney.
