can you get charged for looking at sites on your computer?

Re: computer laws
If you mean criminally charged, the answer is probably.
Your computer keeps a record of sites and pictures viewed on your computer, even things you have deleted. The government can retrieve images and information that the computer operator thought was deleted from memory. If the government thinks it can prove that illicit material has passed through your computer, then the possibility of charges exist.
However prosecution is only likely if the government thinks that a person is actively trading, collecting, or disseminating illicit material. But with todays political climate no one can be certain what the government will decide to prosecute next.
I handled a case where a small number of illicit photographs (four of them)were found on a computer and the subject was prosecuted.
