I got charged for residential city road construction

I've received a notice that I will be charged an amount of $8,141.00 for the road construction that went on this fall on my street. The street where my house is, is a city-owned street, with about 20 house properties. Isn't the transportation tax money supposed to cover that? There will be a hearing in a week at the Town Hall to pass upon the proposed assessment of costs related to the improvements to the road. My options are listed on the notice, and they are that I pay the full amount within 30 days of from the adoption of this assessment, or I will be charged an interest of 6.25% per year. And my right to partially prepay the assessment has not been authorized by Township ordinance. So basically I have collect the entire amount, with interest, and submit it. I am in a situation where I make just under 25k/year, and I barely have enough to cover my bills. What are my options? What argument can I bring to the hearing, which would release the obligation for payment? I don't think that the Town is lawfully authorized to ''Make'' me pay for something that is of their property. Please give my some advice!

It is usually charged to homeowners when street improvements are made such as new sewer lines and curbs. It is charged as a special assessment to the property owners. Notice and an opprotunity for hearing generally occurs before the construction takes place.
