I was sold landscaping plants with a warranty to replace them if they do not grow through the first year. my plants had significant decline in health and the company will not replace them. I would like to expose this companys warranty policy to their potential future customers by displaying my position in pictures and the phrase ''This plant was NOT replaced under company x's warranty policy'', wearing a sandwich board, on a public sidewalk in front of their business.

#1 is this legal?

#2 is there any permit needed to display on a public sidewalk?

It may be legal and protected under the 1st Amendment, but please keep my phone # handy just in case.

I think it may be more effective to do a website with accurate information on it.

I had a commercial client who was the "target" of such a campaign and the customer was treated very well as a result.
