UnEthical Deniel refinance home loan

I had applied and was told that I did qualify for a no cost home refinance program. I had called in to a National Bank, and the call was handled by a young man in Minn. and he had told me that I qualified for the 15 yrs. refinance loan at 4.75% after several days in not receiving the refinance docs. I had attempted to re-contact the gentleman that had handled my call...without luck. After several attempts... I faxed and filed a formal complaint with this National Bank concerning the mishandling of my refinance, etc. without any resolve. But during one of my conversation with the bank officer. She admitted that they had record of my call... but stated, that she felt it could had been a call just to see what the refinance rate was, etc. I would like to know what are my legal rights regarding this ethical violations and how and who can I apply for handling such a case in a Pro-Bono or on Contingency. This was a Three Step Program advertised by this particualar national bank. I had written several letters without due and timely handling by this particular national bank... don

From your message, it's hard to tell what you mean by "I had applied." Did you fill out paperwork and provide income, social security, and asset information? Did you send that to the bank? If not, then a phone call would be an inquiry. If so, then you might have a complaint either to the state banking commissioner in CA and/or MN. Also, you might have a claim for false advertising which could become a class action lawsuit if you find an attorney who believes it could be worthwhile to pursue. I suggest that if you're still trying to refinance, you do it soon because interest rates continue to climb.
