collection calls to my mother
can a collections company call my mother and tell her that they are going to call the law on me and garnish my wages.

What you describe is a violation of Federal law by the collections company. You have a right to sue them for violating the Fair Debt COllection Practices Act.

Very likely the collection agency violated the federal Fair Debt Collection Practices Act, which was designed to prevent abusive collection practices. If your mother is willing to bring suit, the likely result is that she will be awarded about $1,000 plus actual damages, and the collection agency will have to pay her attorneys fees.
