Can a debt collection agency, collectiong a student loan, add fees as they wish at any amount?

No they are strictly limited to amounts provided by contract, usually interest, late fees, attorney fees and of course, principal.

If you feel they have added illegal charges, you may have an action against THEM for violation of the Federal Fair Debt Collection Practices Act.
