Is it eleagal to dicuss an account by a colection agency with sombody other then the person on the account

It depends who the third party is. Generally, collectors may talk with your spouse. However, there are limitations on other third party contacts. I would suggest speaking with an attorney about your specific situation to assess whether or not any rights have been violated.
