Filing a claim against an American citizen by a Canadian citizen

Is it possible for a Canadian citizen to file a small claims application against an American citizen? If so, what is the process?

Yes. The process begins with the filing of complaint form.Depending on the amount of the claim and the state/county of residence of both Plaintiff and Defendant,you must select the proper court and venue.

You may wish to try a demand letter first (sometimes from an attorney will be instrumental in getting the claim paid).
