Payment Responsibility Question

A customer ordered merchandise, had it shipped COD to a shop where that peron owed him money, he wrote the check and it bounced, and the gentleman who placed the order, is refusing to pay. I told my boss that it is the responsibilty of the gentleman who placed the order to pay us, he thinks that it is the person who wrote the check and bounce it that is responsible - Who is right?

The person with the contract owes the money. That means the person who placed the order is responsible for the payment from a legal perspective.
