Wage Garnishment

Is a collector allowed to set up wage garnishment even if I am making payments on a bill?

I have been contacted by a bill collector for a bill with a balance of about $1800.00. I am more than willing to pay this balance, but the collector is telling me that I am not allowed to make payments. I would like to pay about 400.00 a month for 4.5 monhts. Because they said I was not allowed to make payments, I asked if I send them a certified check for $400.00, are they telling me they wouldn't cash the check? They said they would so this is what I plan on doing. My question is can they still proceed with wage garnishment? They said even they do receive these payments they will proceed with additonal collection activity including garnishment. I think this is a very drastic step for them to take and since my payments are rather reasonable, I would be surprised if garnishment would be allowed. Can you tell me what the laws are on this?

They can garnish and attach all they can under statute until the judgment is paid.

If you help them along with extra payments, that does not stop them until the balance is paid in full.
