Can a CRI be a felon who was recently released from prison?

That is not a question that is easily answered. It depends on the context, how and why the informant is being relied upon. They are certainly not absolutely precluded from being relied on as an informant.

I am not aware of any rule or law that would preclude police from using a person as an informant, simply because they are a felon, recently released from prison. Their value as an informant may be diminished due to that fact, however.
