Legal Question in Criminal Law in Minnesota
criminal matter
i had a case heard in one city, i made a motion to dismiss case, jugde stated she would give the prosecution 10 days to come up with the charges. They heard the case in a different city without notification. Should the case be thrown out, there were no charges filed at the arraignment and the case was heard in a different city without notice

If there were no charges, I am uncertain what case could have been heard. Your post is very confusing and does not make much sense.
