Can a dismissed conviction be overturned after an appeal?

What is a "dismissed conviction?" If a criminal charge is dismissed, then there is no conviction. If a conviction results from a criminal charge, then the charge was not dismissed. Normally, a conviction can be appealed (within the limited time available), but a dismissal typically cannot be appealed.
