Whether the local prosecutor wishes to pay for transportation and extradition of a fugitive held on an interstate warrant is up to that local prosecutor. Sometimes they are not willing to do so (often, in misdemeanor cases). If the fugitive or the fugtive's case seems worth it to the prosecuting authority, they'll be willing to pay for it, and authorize the transport. If a fugitive is in custody already, it is generally out of his or her hands. If not in custody, the fugitive could return to the state and local jurisdiction where the arrest warrant originates, and turn himself or herself in.
