Legal Question in Criminal Law in Minnesota

I have a friend who has been in prison for 23 years and has nobody out here to help him find an attorney to reopen his case. He has filed (on his own) a $22.5 million case against the department of corrections and wants to hire a contingency attorney. How can I help him???

First, to seek post conviction relief requires a showing of attonrey misconduct, juror misconduct or new evidence generally.

Second, such cases are not inexpensive and I am afraid I know of no attorneys that would take such a case on a contingency fee basis.
