Are jailhouse phone calls public record? And if so, how do I go about getting a transcript?

Re: jailhouse phone calls
In the Minneapolis area, phone calls from jail are routinely recorded by police and given to prosecutors. I assume it's the same throughout Minnesota. I do not believe those recordings are generally available to the public, or are routinely transcribed.
