if the prosecution offers Alfred Plea

If the prosecution offers the Alfred Plea with conditions set of 3 yrs probation and nothing going on a criminal record, can the Judge change this?

Yes. A judge may decline to accept the plea on the conditions agreed to by the prosecutor. If that happens, the defendant may withdraw his/her plea and proceed to trial.
