what are the reasons someone would be denied a public defender?

The two principal reasons are: (1) income too high; or (2) charge not serious enough. For example, you wouldn't have a right to a public defender on a petty traffic violation.

Generally a public defender should not refuse to take up a case unless one is able to hire a private attorney or the crime is so serious enough which a public defender cannot take up.
