Legal Question in Criminal Law in Minnesota
I was renting a room in my home to a woman whom I had to formally evict. She left several threatening letters before she left including phrases such as "you'll feel a lot like Bobbit." She also left a self-styled voo-doo doll hanged in a noose near one of the notes and another in my bed, among other creepy, threatening things. When I called the police they seemed sympathetic but unconcerned. When the officer finished the report four weeks later it was innacurate and incomplete. I am trying to get a restraining order; can she be charged with making terroristic threats?

From what you have in your question Terroristic threats seems like a stretch. You did the right thing by contacting police. You can continue with the restraining order process. I would ignore this person, and avoid any verbal contact.
