what is the rule of law regarding incomplete jury trial transcripts in Wisconsin? the missing transcripts prohibits the defendant from pursuing post-conviction ?

Having said that, missing transcripts should not prevent the defendant from pursuing post-conviction relief, but that could cause serious problems.
