The government should disclose evidence it has against the accused before trial, per the Rules of Criminal Procedure and any applicable defense motions. The defense can seek a remedy from the court, should the government fail to properly disclose. At trial, the government must present sufficient evidence of guilt to persuade a jury beyond all reasonable doubts of guilt, in order to get a "guilty" verdict. Whether the buy money itself is required to meet that burden may be another question.
