My guess is that he would not be required to register in Minnesota, although I would be very clear with Illinois about his prospective move and direct this question to his PO in Illinois. Registration is a very serious matter, and he would be well advised to formally retain an attorney to provide advice on this question.

If your son is required to register in MN (your question does not provide enough information to make that determination), make sure that he has contact with law enforcement before the move. Depending on the situation, he may be required to provide information to local law enforcement at least 5 days before moving to the state. If he is still on probation in IL his PO should be on top of this; if not, call a MN lawyer to get the process started.
