Re: shoplifting
Unless there was a stay of adjudication or the charges were dismissed without any entry of a plea, expungments are entirely worthless under a recent decision from the Minnesota Supreme Court. You need to apply for a pardon extraordinary from the Board of Pardons, which is administered by the Minnesota Department of Corrections.
Re: shoplifting
Mr. Hansen's answer is well taken, and should be considered. The only other idea I might suggest, if it is important enough, is to retain a good criminal defense lawyer like Mr Hansen or I, to help you attempt to withdraw your guilty plea and try to start over.
