A "Summons" generally refers to a Summons from the Court to appear in court. Though you are not required to have a lawyer represent you, you do have the legal right to be represent by a lawyer. If you qualify (low income) you can get a public defender appointed by the court to represent you.

Of course, it is best to have legal counsel in any legal matter of importance to you.

Your post is confusing.

If you are a witness, you may have received a subpoena to appear. That is a court order requiring your appearance. If you fail to appear, a warrant may issue to compel you appearance.

A "Summons" is a citation to court for an offense you committed. If it provides you a court date, you must appear on the charges. If you do not, a warrant will issue for your arrest based on the non appearance.

If you received a ticket --for noise. You may either schedule a court appearance or pay the citation which would require no appearance.
