ticketed on private property
If a person pulls into a private drive before a police officer signals for the driver to pull over, turns on his lights, can the officer still aproach the vehicle and ticket the driver?

Your question is not entirely clear.
Under some circumstances, a police officer can legally follow a vehicle on to private property, then approach the vehicle and give the driver a citation summons charging an offense.
There may also be circumstances where police may not legally do so.
