Does the Humane Society representative and the Sheriff's dept. have the right to search your property without permission?

There is old, humorous saying in the law: "There is only one answer to every legal question - it depends!"
You question provides so little information that I can only answer, "it depends" on many factors unknown or unstated.
The only thing I can tell you based upon your brief question is that if police have consent ("permission") then they can search your "property."
