So my brother got a minor consumption and he is only 17. Its been over a month and he has yet to receive any summons or anything of the sort relating to the incident. Will the charges be dropped if the summons isn't sent within a certain amount of time?

He should call the court and find out if a warrant has issued for his arrest. In theory something might not be charged if enough time goes by, it would be years before the Statute of liminations would run.
