I am 17 years old and got a dui. If the cops did not read me my rights can the charges be dropped?

Generally no. Reason: they are basing their case on what you did and what they saw and what the test results were, and not upon anything you said - or such is the theory.
In most cases of DWI, the rights you hear on TV - the Miranda rights - are not read.
